Car rental in Cebu, booked directly.

13C lists cars from local rental businesses in Cebu and across the Philippines. Compare self-drive and with-driver cars, message the business about airport delivery or a driver, request your dates, and sign the rental agreement on your phone. 13C is built in Cebu and charges renters nothing.

Cebu rental businesses are setting up their 13C stores. Cars appear here as soon as one is listed.

Where you can rent in Cebu

Most rental businesses in Cebu are based in Cebu City, Mandaue and Lapu-Lapu City on Mactan Island, where the airport is. On 13C each business lists its own pickup locations and delivery areas on its store page, so a car based in Mandaue may still be delivered to a hotel in Cebu City or to the airport for the delivery fee shown on the car page.

From the city, self-drive renters head south to Moalboal, Badian and Oslob, north to the Bantayan and Malapascua ferries, or across the Marcelo Fernan Bridge to Mactan's beaches. Ask the business before planning a ferry crossing or a trip outside the province; the rental agreement states what is allowed.

Self-drive or with a driver

Every car on 13C says whether it is offered self-drive, with a driver, or both, and shows the driver fee per day where there is one. City days in Cebu City, Mandaue and Lapu-Lapu are easier with a driver who knows the parking and the traffic; multi-day trips down the coast are where self-drive pays off. Our guide self-drive versus with-driver rentals goes through the trade-offs.

Arriving at Mactan-Cebu International Airport

The airport is in Lapu-Lapu City, about 30 to 60 minutes from Cebu City depending on traffic. 13C has no counter at the airport: you meet the rental business itself. A car marked Delivery available can usually be brought to the terminal; confirm the fee, the meeting point, your flight number and what happens if the flight is late in the chat before pickup.

What you need

  • A valid driver's license for self-drive. Visitors can drive on a valid foreign license for up to 90 days from arrival.
  • One government ID. You upload the license and ID once to your 13C account; the business sees them only for bookings you make with it.
  • The security deposit and any down payment the business asks for, both shown on the car page before you request a booking.

How booking works on 13C

  1. Find a car. Search by place, dates and type. The car page shows the daily rate, deposit, mileage and minimum rental length.
  2. Message the business about delivery, a driver, or anything unclear.
  3. Request the booking for your dates and payment method. The business confirms; nothing is charged by 13C.
  4. Sign the rental agreement on your phone. You can read a sample agreement first.
  5. Pick up the car. Check it together using our pickup checklist, then drive.

Questions

Cebu car rental questions

Can I rent a car at Mactan-Cebu International Airport?

Rental businesses on 13C set their own pickup points and delivery areas. If a car shows Delivery available, ask the business in chat to bring it to the airport, and agree the fee, the meeting point and your flight number before pickup. 13C has no airport counter; you meet the business itself.

Should I choose self-drive or a car with a driver in Cebu?

A driver, priced per day on top of the car, suits city days in Cebu City, Mandaue and Lapu-Lapu, where traffic and parking cost time. Self-drive suits multi-day trips south to Moalboal and Oslob or north to Bantayan and Malapascua. Each car page says which options the business offers.

What documents do I need?

For self-drive, a valid driver's license and one government ID. Visitors can drive on a valid foreign license for up to 90 days from arrival. You upload both once to your 13C account; the business sees them only for bookings you make with it. Minimum age and deposit are set by each business.

How much does a car rental in Cebu cost?

Each business sets its own daily rate, with lower weekly and monthly rates when offered, plus its security deposit, mileage limit and delivery or driver fees. All of them are shown on the car page before you request a booking. 13C adds nothing on top for renters.

Can I take the car to Bohol or another island?

Only with the business's agreement. Ferry crossings and trips outside the province are set out in the store's policies and in the rental agreement you sign, so ask the business in chat before you book, and keep its answer in writing in that same conversation.

How do I pay?

Directly to the rental business, by the methods it accepts: cash, GCash, Maya, bank transfer or card, listed on its store page. Some businesses ask for a down payment to hold the dates and record it on the booking. 13C does not take payments from renters.

Run a rental business in Cebu?

13C gives your business its own booking website at 13c.online/your-business, one inbox for inquiries, a calendar that blocks double bookings and rental agreements signed on the renter's phone. Free for 25 days, no commission. See how it works or read the guide.
